The project involved the design of approximately 266-acres of residential development abutting Eastlake Blvd. within the City of El Paso’s Extra Territorial Jurisdiction (ETJ), in compliance with the Paseo Del Este Master Plan.
The project consisted of a Master Plan layout, a Traffic Impact Study, and design of street roadways, including drainage infrastructure, water and sanitary sewer infrastructure, illumination, traffic signalization, signing and striping, landscape and park improvements, and quantity take-offs. Close coordination with local governmental entities including the City of El Paso, County of El Paso, Paseo Del Este Municipal Utility District (PDEMUD),
Horizon Regional Municipal Utility District (HRMUD), and the Texas Commission on Environmental Quality (TCEQ) was essential. A Traffic Impact Study was also performed to evaluate the existing area street network capacities and provide recommendations for mitigation.
